Since 1972, Pennsylvania has operated a lottery and used the proceeds to fund programs for the state’s senior citizens.

When the US Department of Justice released its legal interpretation of the Wire Act in December 2011 and determined it only applied to sports betting. As a result, this paved the way for online lottery sales.

Proceeds from the PA iLottery also fund programs for the elderly. Overall, PA Lottery profits in the fiscal year 2018-19 generated more than $1.14 billion for programs for Pennsylvania seniors.

The Pennsylvania Department of Aging receives 78% of its budget from lottery sales. The Office of Long-Term Living receives 4% of its funding from the lottery, while the PA Lottery entirely funds programs such as shared and free-ride services for seniors.

The PA House of Representatives’ Gaming Oversight Committee currently oversees the Pennsylvania Lottery. This group oversees online lottery sales, as well.
